Anger, Fear, Aggression (V) has a Card Rulings entry marked (Errata) in the Advanced Rulebook:

  • Projective Telepathy cannot cancel this card when it is on table (only if it is 'inserted' or 'revealed').[4]

That ruling constrains how Projective Telepathy interacts with Anger, Fear, Aggression (V); it is not a rewrite of Projective Telepathy's printed game text.
