Game text
May carry 3 passengers. A permanent pilot with ability 1 is aboard. May move as a react. *Landspeed = 3. Alternatively, up to 3 characters may board or disembark between that site and a starship without using Force.
The Japanese text explicitly describes moving characters between the site and a starship. The original English printing says, “OR Up to 3 characters may shuttle to or from same site for free.” Both give capacity for 3 passengers, a permanent pilot with ability 1, movement as a react and the starred landspeed of 3.[1][4]
