Talk about a happy-trappy card! Now you can lure the Light Side into the dunes of Tatooine, 'miss' them with Sandwhirl, and then use your skiff-riding bounty hunters to drag them back to Jabba. This allows you to sprinkle a few bounty hunters and bounties in a Jawa or Tusken deck, and get some Retireval without having to go all-out capture, as the Sandwhirls become your capture cards. Used on Hoth (with Ice Storm), it's less effective because there is no prison. But you don't expect much from a 7 Destiny card, and this one certainly can deliver more than most of the others.
Combos:
Hunting Party + Sandwhirl: First you spin them around, then you bag them. Hunting Party + Skiffs: As the missing people will be in the desert, most likely, you'll need some cheap, fast landspeed to shuttle your bounty hunters around in.
