Rulings

• An opponent with no Force remaining may use 'Draws if unable to otherwise' text to draw battle destiny.
• 'Draws if unable to otherwise' text does not permit an opponent with Force remaining to avoid paying.
• An opponent with 1 Force available and 'Draws 2 battle destiny if unable to otherwise' can draw both by paying for the first draw and making the second draw without paying.
• An opponent with sufficient Force may still choose to pay for some battle destiny draws and not pay for others (the ones not paid for are prevented).
• If a destiny draw is canceled and redrawn, the redrawn destiny can be made using 'if unable to otherwise' text even if the original was not (this may not be used to exceed X draws in 'draws X if unable to otherwise', but canceled draws don't count towards X).
• In brief, how can I avoid paying?! The only way to avoid paying is to have 0 Force remaining while using 'draw x battle destiny if unable to otherwise' text.
