Card Text
If you just lost more than 2 Force to a Force drain, deploy on opponent's location. You lose no more than 1 Force from Force drains here. At any time, you may place Immediate Effect in Used Pile to draw two cards from top of Reserve Deck.

Even the most effective of operations can be easily mired under the Republic's plethora of procedural red tape.
Strategy
Enter The Bureaucrat is a handy little Immediate Effect that will hamper your opponent's attempts to spread out and drain with Force drain enhancers, like I Will Not Defer. This card is especially effective when the Light Side is using Insurrection and Staging Areas to set up a power base at their own docking bays. As soon as you lose more than two Force to a Force drain, place Enter The Bureaucrat on the location (or even another location your opponent hasn't drained at yet this turn) to limit your Force drain loss at that location to 1. As long as the location was deployed by your opponent, this card can deploy there. Once you've deployed several copies of this card, your opponent's ability to drain you will be severely hampered.
Another aspect of this card that is very useful is that you can place it it in your Used Pile to draw the top two cards of your Reserve Deck. This text is handy if you are able to take control of the location on which it's deployed. Once you control the location, Enter The Bureaucrat becomes irrelevant. Now, simply place this destiny 5 card in your Used Pile (where it can be drawn again if needed) and pick up two more cards that might help you on your way to victory. Better yet, use cards like Agents Of The Black Sun/Vengeance Of The Dark Prince or R2-Q2 in combination with Maul's Electrobinoculars to preview and/or rig what cards you will be drawing.
