While Tarl is the trooper targeted by Spice Mines of Kessel, that Utinni Effect is immune to Alter and Tarl adds 4 to Force retrieved when completed. Subtracts 3 from Force opponent retrieves with Noble Sacrifice.

Took part in the capture of the Rebel Blockade Runner Tantive IV. Stormtrooper trained on Corulag. Corellia native.
Strategy
Well, this guy's stats seem pretty average for a unique trooper, however his gametext can be very worthwhile if Noble Sacrifice is popular in your area., But his other gametext can also be useful. His other gamtext is obvious when you build around it. If your Capturing Deck includes Spice Mines Of Kessel for a little retrieval, then he is a must.
Ability 2 characters are important in booster draft, so try not to let him slip by there either!
If you are capturing (e.g. Boba Fett and Hidden Weapons), combo Tarl with Imperial Arrest Order. This ups his forfeit value to 5, but the ability to get out a Docking Bay is a sneaky way to complete your Spice Mines. Deploy Kessel, get out the Spaceport Docking Bay and drop your Spice Mines Of Kessel Utinni Effect there. One more Docking Bay for the planet you are on and retrieval + 4 is well on it's way.

If you can arrange the destiny, the capturing is well under way.
Why worry about the strain of capturing anyway? Start with a captive, use the Objective to get the Docking Bay at Cloud City, use the Imperial Arrest Order to get a Spaceport Docking Bay at Kessel, and retrieval is only a transit away!
