Use 2 Force to deploy on an exterior planet site. Target a character on same planet. Character may not leave planet or move away from Utinni Effect. Utinni Effect canceled when reached by target.

Play this card on the Wampa cave, targeting a major rebel who is not at the Hoth Echo Command Centre(Obi Wan Kenobi or Commander Luke Skywalker work best as they cannot use their light sabres to force drain - see below), then play Responsibility of Command on the same character. Your opponent will be unable to initiate battles or force drains at the same location as a powerful character, and the only way to cancel this effect is to take a long trek over the North Ridge through Imperial territory ... and then walk back. Throw in nightfall, exhaustion, exposure and too cold for speeders for extra laughs.
Rulings
- If the targeted character moves (or is carried) through the Utinni Effect's site, it will be canceled as the character moves through.[2]
- The targeted character may not move (or be carried) to any location that isn't part of the same system.
- The targeted character may not move (or be carried) to the related system location or a related cloud sector.
- The targeted character may not initiate a move (or be carried) to any site of greater distance (number of adjacent sites) from the Utinni Effect than the character's current site, even if doing so would pass through the Utinni Effect and complete it.
