Rulings

• The phrase 'on Cloud City' means at a Cloud City site, not the Bespin: Cloud City sector.
• Using X Force to add to total battle destiny occurs during the weapons segment, scheduling the modifier for later.
• If Light does not successfully complete any battle destiny draws, the +X modifier to total battle destiny is ignored.
