Deploy on table. If no senator here, you may place a senator here from hand to add 2 to your next Force drain at a battleground this turn. If a wealth agenda here, once per turn, you may lose your just drawn battle destiny to substitute it with a card from hand.

Strategy
If you think that Senators can't do anything but argue at the Senate, wait until you take a gander at Political Effects. Since Senators are unique, using multiple copies of them would normally result in waves of unusable characters... unless you have these powerful new Effects, which give your duplicate Senators more uses than you can shake a stick at.
Just look at Motion Supported, a card that I wholeheartedly... um... support. For versatility, what more could you ask for? This nifty card is an as-needed Force drain boost. If it's "empty," just place a Senator there from your hand, and voila! Your opponent just lost an extra 2 Force.
But that's a tad uneconomical, right? Good thing you can make that Senator pull double duty on the sly. If he (or she) has a Wealth agenda (and I think you'll find that many Dark Side Senators have a passion for the almighty credit), you receive that most coveted of all powers: the ability to forget about tracking battle destiny. That's right, if your just-drawn battle destiny doesn't suit your fancy, just replace it with a card from your hand.
Political Effects like Motion Supported really justify an anti-Senate package of Senators in every deck. Since Senators aren't much good outside of the Senate, you can forego using them in battle in favor of placing them on Political Effects to boost the rest of your Forces from behind the scenes.
And if you think you can only get that drain bonus once... well, you've got another thing coming...

Rulings
- Wealth agenda function: This is considered to be canceling the original battle destiny draw. This function cannot be utilized if something prevents the original draw from being canceled.[2]
- Wealth agenda function: Use the destiny value of the card from hand, then place the card in Used Pile. This is a substituted destiny draw, but the physical card used is not considered a destiny draw or 'just drawn'.
