Agendas: justice, order. While in a senate majority, once per turn may use 2 Force to cancel a just drawn battle destiny at another site where you have a Republic Character. Opponent may use X Force; Valorum is politics - X for remainder of turn.
Lore
Although Finis Valorum maintains the Galactic Senate's ultimate title, his real power is mired by endless bureaucracy, petty corruption, and incessant plotting.
Strategy
People call Finis Valorum the Bill Clinton of Star Wars. I like to call him the General Zod of SWCCG. If you plan to base your deck around the Galactic Senate, or if you just want to mop the floor with those weenie Dark Side Senators for laughs, Supreme Chancellor Valorum is your man.
With a hefty 5 Politics, Valorum has the highest concentration of political power in the game. Even better, Valorum has excellent stats outside of the Senate, with 4 Ability (all the better to draw battle destiny when alone at the Senate) and a whopping 7 Forfeit. Top it all off with a multiple-use-friendly 3 Destiny, and the Supreme Chancellor's a shoe-in for any deck.
But it's his skill in the Senate that makes Valorum a top choice for any deck. While in a Senate majority, he's a one-man Tarkin, with the power to cancel an opponent's battle destiny at any site, anywhere, any time, for only 1 Force. That's what I like to call sledgehammer politics. And it's all from the safety of the Galactic Senate, where Walkers and Sith Lords are strictly pooh-poohed.
Of course, Valorum's power comes with a price. You remember all those "baseless" accusations we heard about in the movie? Well, they're back with a vengeance. As long as your opponent has Force to spend, he can reduce Valorum's Politics infinitely. While this doesn't hinder Valorum when it comes to guerilla "votes" in the Senate, it does make controlling the Senate with him alone a risky proposition. Be prepared to back him up with other political figures, like Queen Amidala... or a certain future Supreme Chancellor...
