Rulings

• May be played as a response to a just-initiated Interrupt or Utinni Effect, or as a top-level action targeting a Utinni Effect already on table.
• When retargeting Elis Helrot, choose either a new group of characters or a new destination site (not both).
• When choosing a new group of characters for Elis Helrot, may not include any of the original characters.
• When choosing a new group of characters for Elis Helrot, they may be a group at a different origin site.
• May not retarget something that isn't chosen until the result step, such as a card being taken into hand from Reserve Deck by e.g. Twi'lek Advisor.
• In order to relocate an Effect, it must be able to deploy on the new location at the time of playing this Interrupt (but ignore uniqueness rules).
• This only relocates a regular Effect, not other types such as Immediate Effect, Mobile Effect, Utinni Effect, etc.
