Deploy on a Rebel. At the end of each opponent's battle phases, if you have presence at the location where that Rebel has presences and a battle did not take place there, opponent loses 4 Force.

Strategy
'Responsibility of Command' and 'Much Anger In Him' make a good combo. You put 'Responsibility of Command' on a war room the rebel will have a tough time getting to then play 'Much Anger In Him' on the rebel targeted by Responsibility. You can then keep a presence (even a weak one) on your side of the same site and not worry about battles, and the rebel will have to lose four force after every one of his battle phases. This can be stopped easily
control and stop 'Nabrun Leids' with a sense.
